China’s data compliance conversation is active, technical, and often hard to read from the outside.
The China Cipher exists to make that conversation legible to overseas readers. The format is simple: select useful public Chinese-language commentary, translate it carefully, preserve legal terminology, and add enough context for non-specialist readers to understand why it matters.
The editorial bar is not “more content.” It is better signal: attribution, clear sourcing, accurate terms, and a voice that feels readable without flattening the law.
